Certainly the Vietnamization program had not been successful with the following results:

To inflict a heavy blow to the infrastructure of the Vietcong and the EVN in neighboring Cambodia.
Possession of large quantities of ammunition, provisions and supplies for the South.
Thieu regime arming with abundant supplies of ammunition and equipment (the same option was taken by the Soviets before their withdrawal in Afganistan).

Resist the great attack which resulted in the Easter Offensive

But the Vietnamese had achieved on their part:
Increasing the territory under his rule.
Causing a series defeat to vRNA in Laos.
Retaining their capacity for action and their supply lines.
Maintaining the morale of combat troops, damaged by bombing and the removal of its members.

The achievements of the Vietnamese Communists are almost entirely what the Nixon administration sought to avoid.
